It is a &#8220;code of 8 digits used to identify newspapers, journals, magazines, periodicals of all kinds and on all media, both paper and electronic&#8221;. The National ISSN Centres assign ISSNs and maintain local databases. The International ISSN Centre is the coordinator.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Compulsory indication<\/h3>\n\n\n\n<p>The ISSN is one of the <strong>compulsory indications<\/strong> on a serial publication. It must be indicated, whether on a print or digital publication.<\/p>\n\n\n\n<p>Here are the <a href=\"https:\/\/www.issn.org\/fr\/comprendre-lissn\/quest-ce-que-lissn\/\" data-type=\"URL\" data-id=\"https:\/\/www.issn.org\/fr\/comprendre-lissn\/quest-ce-que-lissn\/\" target=\"_blank\" rel=\"noreferrer noopener\">recommendations of the International ISSN Centre<\/a> for the printing of this code:<\/p>\n\n\n\n<p>&#8220;For a <strong>print publication<\/strong>, the ISSN must appear:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>preferably in the upper right corner of the cover,<\/li>\n\n\n\n<li>failing that, on pages containing editorial information (publisher, periodicity, print completion, etc.).<\/li>\n<\/ul>\n\n\n\n<p>For an <strong>electronic publication<\/strong>, the ISSN must be indicated:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>on the homepage or on the main menu if it is an online publication,<\/li>\n\n\n\n<li>on any part that can be read with the naked eye (header of a microfiche, label of a CD-Rom or DVD, case, etc.), if it is a publication on a physical medium<\/li>\n<\/ul>\n\n\n\n<p>It is important to choose your title carefully: <strong>any change will result in the creation of a new ISSN<\/strong>.<\/p>\n\n\n\n<p>For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>1975-1980 &#8211; Comptes rendus hebdomadaires des s\u00e9ances de l&#8217;Acad\u00e9mie des sciences S\u00e9ries A et B , Sciences math\u00e9matiques S\u00e9rie A, Sciences math\u00e9matiques, ISSN 0151-0509<\/li>\n\n\n\n<li>1981-1983 &#8211; Comptes rendus des s\u00e9ances de l&#8217;Acad\u00e9mie des sciences S\u00e9rie 1, Math\u00e9matique, ISSN 0249-6291<\/li>\n\n\n\n<li>1984-2001 \u2013 Comptes rendus de l&#8217;Acad\u00e9mie des sciences S\u00e9rie 1, Math\u00e9matique, ISSN 0764-4442<\/li>\n\n\n\n<li>2002-\u2026 &#8211; Comptes rendus. Math\u00e9matique, ISSN 1631-073X<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h2 class=\"wp-block-heading\">Conditions for the attribution of an ISSN<\/h2>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\"><strong>Printed publications<\/strong><\/h3>\n\n\n\n<p>Conditions for the attribution of an ISSN by the BNF, national ISSN centre for France:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>publish a periodical<\/li>\n\n\n\n<li>the publisher is located in France<\/li>\n\n\n\n<li>the publication does not fall under the list of exceptions. Indeed, the attribution of an ISSN concerns all serial publications except for: free classified ads, event programmes, school publications&#8230; The <a href=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi#step02\" data-type=\"URL\" data-id=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi#step02\" target=\"_blank\" rel=\"noreferrer noopener\">complete list of exceptions<\/a> is available on the BNF website<a href=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi\"><u>.<\/u><\/a><\/li>\n\n\n\n<li>the first issue has already been published: it is possible to publish the first issue without ISSN by indicating &#8220;ISSN in progress&#8221;.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\"><strong>Online publications<\/strong><\/h3>\n\n\n\n<p>In addition to the above, the <a href=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi#step02\" data-type=\"URL\" data-id=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi#step02\" target=\"_blank\" rel=\"noreferrer noopener\">following conditions<\/a> apply:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>&#8220;a permanent and easily identifiable title<\/li>\n\n\n\n<li>substantial editorial content<\/li>\n\n\n\n<li>content updates and increments<\/li>\n\n\n\n<li>mention of the name of the publisher or producer<\/li>\n\n\n\n<li>mention of the city of publication or, failing that, the country of publication<\/li>\n\n\n\n<li>valid URL<\/li>\n\n\n\n<li>subject of general, scientific or technical interest and\/or intended for a specific audience&#8221;<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n<h2 class=\"wp-block-heading\">How to apply for an ISSN?<\/h2>\n\n<p>The attribution of an ISSN is free of charge. The steps to be taken by the publisher depend on the medium of the publication concerned (physical or digital) and its status with regard to legal deposit.<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Printed publications<\/strong><\/h3>\n\n<p>For printed serial publications subject to legal deposit, there is no particular procedure to follow: an ISSN is automatically assigned when the first issue of the series is legally deposited.<\/p>\n\n<p>For more information, see step 3 of the <a href=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi#step03\" data-type=\"URL\" data-id=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi#step03\" target=\"_blank\" rel=\"noreferrer noopener\">BNF instructions<\/a><a href=\"https:\/\/www.bnf.fr\/fr\/centre-d-aide\/issn-mode-demploi#step03\"><u>.<\/u><\/a><\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Online publications<\/strong><\/h3>\n\n<p>For online publications, harvested directly by the BNF and therefore not subject to legal deposit, the publisher can <a href=\"https:\/\/www.bnf.fr\/fr\/demande-dissn-pour-les-ressources-en-ligne\" target=\"_blank\" rel=\"noreferrer noopener\"><u>apply for an ISSN for online resources<\/u><\/a>.<\/p>\n\n<h2 class=\"wp-block-heading\">What is an ISSN used for?<\/h2>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\">Document identification<\/h3>\n\n\n\n<p>The ISSN identifies a <a href=\"https:\/\/www.bnf.fr\/fr\/quest-ce-que-lissn\" data-type=\"URL\" data-id=\"https:\/\/www.bnf.fr\/fr\/quest-ce-que-lissn\" target=\"_blank\" rel=\"noreferrer noopener\">periodical document<\/a> &#8220;unambiguously and unmistakably&#8221;. It allows, for example, to remove the ambiguity in the case of two homonymous titles. It has no meaning and contains no information about the content of the publication.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>DOI identifiers<\/strong><\/h3>\n\n\n\n<p>The International ISSN Centre <a href=\"https:\/\/www.issn.org\/fr\/comprendre-lissn\/politique-dattribution\/lissn-pour-les-identifiants-doi\/\" data-type=\"URL\" data-id=\"https:\/\/www.issn.org\/fr\/comprendre-lissn\/politique-dattribution\/lissn-pour-les-identifiants-doi\/\" target=\"_blank\" rel=\"noreferrer noopener\">recommends that publishers use the ISSN<\/a> as part of their title-level DOI linking to the journal: &#8220;It is strongly recommended that publishers use the ISSN as part of the title-level DOI they use to provide a persistent and clickable link to their journal&#8221;.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\">Indexation<\/h3>\n\n\n\n<p>Having an ISSN is necessary to be indexed on scientific journal platforms, such as the DOAJ.
